Constitution of East Ascot Citizens Association ================== GENERAL STATEMENTS ================== 1. The Name of this organisation shall be ‘The East Ascot Citizens Association’. Herein after referred to as ‘the Association’. 2. The aim of the Association is to unify and represent all the residents of East Ascot, and to help improve and govern the common resources of the community. 3. This Constitution shall govern all matters pertaining to the running of the Association, and shall not be ratified, modified, or repealed without support of 80% of the Registered Members of the Association. 4. The Association shall be a voluntary, non-political, democratic, community based organisation. It shall operate on the principles of freedom, openness and transparency. Therefore, all members shall be encouraged to speak freely, challenge others in elections, move motions, graciously accept election results, and to respect majority decisions. 5. If a matter becomes so divisive that it threatens to destroy the Association, any member of the executive may invite either the head of the Greater Portmore Joint Council, or the Portmore Joint Citizens Association to mediate and have the matter resolved by members at a Special General Meeting . ======== MEETINGS ======== 1. A quorum shall be required only at executive meetings. A quorum shall be 50% + one. All other meetings shall be deemed to be duly constituted if all executive members agree that it has been adequately advertised. 2. A motion is carried if 50% + 1 of a duly constituted meeting agrees. 3. All motions from the floor must be entertained by the chair. The member moving the motion must be given at least 5 minutes to defend it. 4. General meetings shall be called not more than 3 months apart. 5. Annual General meetings shall be called not more than four weeks after the anniversary of an executive’s election. The purpose of this meeting is to: a) Present and confirm the financial report and the president’s report, b) Recognise persons who have served, c) Elect a new executive body. ==== DUES ==== If dues are levied, they shall be levied once per executive year. ========== MEMBERSHIP ========== 1. All residents of East Ascot in Greater Portmore, whether they be home owners or tenants, are members of the Association. 2. A Registered Member of the Association is any resident of a household who has paid at least 50% of the dues. THE EXECUTIVE BODY 1. The Association shall be governed by an elected executive body who’s term of office shall be for one year. Its decisions are subject to this constitution and to ratification at a general meeting. 2. All leaders of the association are subject to recall by a motion carried at a General or Executive Meetings. 3. No member of the executive may make any final or financial arrangement, or declare any association position, without the express consent of the executive. 4 Vacant positions must be filled at the next general meeting. 4 Past executive members are required to hand over all property, material and information pertinent to the business and continuance of the Association. ====================== BLOCK REPRESENTATIVES ====================== The executive may divide the community into blocks. Each block shall be overseen by a member of the executive or a resident of the block. This position terminates with the term of the executive body. ========== COMMITTEES ========== There shall, for any purpose as the executive may see fit and for as long as the executive sees fit, be appointed committees. ================ RESPONSIBILITIES ================ The President The President is the leader of the association. He/she shall: a) set and call general and executive meetings. b) be accountable for all association property and acquisitions. The First and Second Vice President The First Vice President and Second Vice President shall assist the President. The Secretary The Secretary shall keep minutes, registrations, records, and oversee correspondences. The Assistant Secretary The Assistant Secretary assist the Secretary. The Treasurer Treasurer oversees the proper transaction of all financial matters. He / she shall hold the Association funds in the Association’s bank accounts. The Assistant Treasurer The Assistant Treasurer assist the Treasurer. The Public Relations Officer Oversee all promotions and ensure that all association meetings and efforts are duly published. The Assistant Public Relation Officer The Assistant Public Relation Officer assist the PRO. The Immediate Past President The Immediate Past President shall be an Ex Officio member of the Executive
