Bush - Kennedy Reid ############################################################ Congratulations all you Republicans out there and better luck next time ye Democrats! Like many Jamaicans I am not sure Mr. Bush deserved reelection, but as a social conservative I am quite pleased that he is back. [You know I couldn't support the abortion posse!] Also, like most Americans, I want gays respected but not legally married. I hope this term Mr. Bush will not repeat the mistakes of his first term! The leader of such a powerful nation must be sure before taking any action. Where are the weapons of mass destruction? the President and his Cabinet had mass hysteria! If you ask me. I hope he will reach out to other nations and be less conservative about the environment!!!! I hope he will prepare Ms. Rice to be the first woman and black President in 2008. I hope Mrs. Clinton runs in 2008... so Ms. Rice can be easily elected! (wishful thinking?). I also hope the Jamaican newspapers will stop their foolish anti-Bush bias. Their articles and choice of photographs detray them. Talking about Jamaica.... USA politics is guided by principles that are coded into laws and traditions. In Jamaica too many of our institutions are personality and circumstance based. This is part of the reason for the many disputes and splits in our organisations. Indeed, I was looking forward to watching the JLP leadership race last weekend, but instead a dispute has sent the leadership race to the courts. [The JLP is one of the two major political parties in Jamaica]. Is this our Florida 2000? This is what happens when the "electorate" in a party is not well defined. Now the courts will have to "organise" a political party! This is sad. We all need to stop the "my way or the high way" politics and begin to compromise to solve our common challenges. This attitude takes place even in our local home grown churches and Community organisations. Often there is a "one don" or "one band" in charge and the poor followers have no stated rights... since the leaders hear from God somewhat like Moses in the Bible. [interestingly, God did not want Moses as a mediater it was the people who rejected hearing from God directly. Jesus rejected this notion and said that it was the leaders who should serve the people.] Now, to be fair, the PNP has to be careful too! In my humble opinion, the potential for serious legal challenges to our group system is also very much present! (note: I am a member of the PNP.. the ruling political party). Although the PNP is a more united party than the JLP, the fight for leadership could get ugly and what then? There is room for law suits about "real or paper" groups, or about what are the latest rules, etc. It would be good of Mr. Patterson to settle these matters definitively before he goes... and I believe he will. Interestingly, I note a definite bias by the party foot soldiers towards voting Mrs. Miller to be the future party leader of the PNP. If Dr. Phillips (the other main contender) is to carry the day, he will have to ingratiate himself with the party base.. Please enjoy this newsletter! And do copy this newsletter to other! Jamaica’s crime rate may be inflated - RJR ############################################################ http://www.radiojamaica.com/e-news/rjrenewsdaily.php?id=12668 Story posted October 28, 2004 Jamaica’s crime rate may be inflated It is being suggested that Jamaica's high murder statistics may be inflated. This stems from the findings of the Jamaica Social Policy Evaluation (JASPEV) Annual Progress Report for 2003 which were released on Thursday. Police figures to date show that almost 1,200 persons have been murdered in the island since the start of the year. But the JASPEV report says this figure could be overstated. According to the report Jamaica's murder figure does not reflect an adjusted murder rate. This would excluded those cases where the courts subsequently convicted persons for manslaughter. The Report has further suggested that the definition of "major crimes" is flawed as it does not include near-fatal woundings and assaults. It has also taken issue with how domestic violence is defined by the Police Statistics Department as "any violence that can be settled amicably". According to the Report the definition involves some measure of subjectivity as it can include even minor incidents between complete strangers as opposed to violence within the household as the term denotes. And the Report says the term “cleared up" in relation to reported crime does not always mean the crime has been solved and there is a conviction. It notes that this presents some measure of ambiguity for members of the public. In the meantime despite the island's spiralling murder figure, JASPEV says the overall crime rate has remained lower than that of Caribbean counterparts. According to the Report, data from UN surveys support its findings that Jamaica's overall per capita crime rate has been the lowest in the Western Hemisphere for the past quarter of a century. JASPEV has also noted that the country's overall crime rate declined by 54 per cent in the last 25 years from just over 2,200 in 1977 to 1,200 in 2003 - a rate similar to that of Trinidad and Tobago. However over the 25-year period between 1974 and 2000 there was a significant increase in violent crimes moving from 10 per cent to 44 per cent of total crimes. The report further noted a disturbing trend in the increasing number of women and children who are murder victims as well as increases in the number of double and triple murders. ############################################################ 6. Hugh Lawson Shearer with tributes following. * A Lawyer has been retained by the Council to address legal issues in the Municipality. * The road from Mandela Highway into Greater Portmore is to be named. [current nicknames are "I95", "Matalon Highway" "South St. Catherine Highway"] Names were submitted by the public such as "George Lee Highway", "Hugh Lawson Shearer Highway", "Portmore Boulevard", "George Nelson Blvd", and "Municipal Blvd". It was suggested that more names may be submitted through the website [I suppose this one] * Councillor Fagon raised concerns about the heavy vehicles from Highway2000 destroying roadways.
