God is coming tomorrow! - Kennedy Reid ############################################################ Hello everyone. It has been a long time and so much has happened! We here in Jamaica have had a national day of protest in which roads in Portmore (and the rest of Jamaica) were blocked. We have had the last court case contra Highway2000 squashed. We have had massive increases in gas prices that have caused a dramatic increase in local hardship. Have you all noticed how much less persons are shopping in the supermarkets? Also the trolleys are half-empty at the cashiers. We are all feeling the pinch and I suspect lay-offs are in the works as the economy contracts to meet the gas prices. There is a man standing at the entrance to the Causeway each morning with a sign proclaiming the date God is to come to earth for a second time. That is good news and I personally can not wait for it... until 2011! Wouldn't it be even better news if God were to turn up tomorrow instead? I know uur heavenly FATHER would be coming with all sorts of goodies for us all! Can you image it... He would roll back the world gas prices, and end political rivalry in Jamaica! He would allow us to buy all we wanted in the supermarkets, and not worry about JPS bills and water commission bills! All gunman, liars, (etc) would be gone to Hell... finally and the rest of us can have Jamaica all to ourselves. All very very good news I say! Well until He comes we had all better stop the constant bickering and agree on how to meet this national crisis of crime and world gas prices. Frankly, I am tired of us seeking earthly "messiahs" and "deliverer" instead of facing things in a logical and methodical fashion. Jamaica will become a true "hell on earth" if we do not get things right. Already riots are breaking out in other lands! We need to encourage conservation... here are some ideas... 1) Fuel efficient vehicles should attract less tax, 2) Tax should be biased towards SUVs and other gas guzzlers 3) Motor bikes with carriers should be subsidized and road lanes developed for motor bites and cycles, 4) Small refrigerators should be imported. The fridge is 80% of your bills (unless you have an AC and water heater) and therefore turning off your lights will not save much. you must take a look at the fridge... is it opened often, is air escaping via the door? You can save by buying a smaller fridge, placing water in a cooler, turning off the fridge when going on holidays or when empty, cooling food before placing in the fridge. 5) Build more Bus lanes to ensure buses do not sit in traffic 6) Change working hours. Staggered hours and institute flexi-hours. Day-light-saving time should be re-introduced. Schools and factories should go for 4 days and longer hours. So we work 10 hours for 4 days per week. As a Council created by an Act of Parliament in July 2004 within the Municipality of Portmore with a mandate to ensure that the interests of the Community are protected, we sought in the particular issue of the establishment of the Portmore Causeway as a Toll Road, to pursue the matter for an adequate alternative route. After dialogue with our elected representatives to no avail, we had no alternative but to take the matter to Court. The Court has ruled and the judgment is against what the citizens had sought from the courts and we will have to accept this decision based on the legal advice received. The P.C.A.C. has met and examined the advice of our Attorneys in the matter and after careful deliberation, we have decided not to pursue further legal action. The mandate given to the P.C.A.C. by the citizens of Portmore was to pursue through the courts if necessary, the matter of an adequate alternate route, which we have done. 'Sunshine City' loses causeway suit again published: Tuesday | September 27, 2005 Barbara Gayle and John Myers Jr., Staff Reporters Gleaner Online PORTMORE RESIDENTS yesterday again failed in their attempt to prevent the government from replacing the existing causeway with a six-lane tolled-highway. Five residents, including several Jamaica Labour Party (JLP) councillors, had brought a motion in the Supreme Court seeking a declaration that the implementation of the toll or any bridge constructed over Kingston Harbour linking parts of St. Catherine and St. Andrew was a breach of their constitutional rights. But Robert Pickersgill, Minister of Transport and Works said yesterday, after the judgement was handed down, that "the court found that the applicants' constitutional rights were not breached." According to him "they specifically found that the property rights found in section 18 of the Constitution have not been infringed ... the court dismissed the argument that the toll was a tax (and) there was no disproportionate inconvenience in the use of the alternative route." Yesterday was the second time within the year that the Supreme Court had thrown out claims by residents challenging the Portmore Leg of Highway 2000. The Portmore Citizens Advisory Council and the Portmore Joint Citizens Council challenged the designation of the Toll Roads Act but their motion was dismissed in July. POINT OF CONTENTION "The legal issues have been finally settled (and) we invite the residents of Portmore and especially the motorists to work with us ..." the Minister said during a press conference held at his office in Half-Way Tree, St. Andrew, yesterday. Portmore residents are contending that the Mandela Highway should not be the alternative route and that the existing causeway bridge should not be demolished. "We are accepting defeat but we are not going to allow this to prevent us from doing what we believe is right for the people of Portmore," Councillor Natalie Campbell-Rodriquez, one of the claimants said after the judgement was handed down. She said they were going to take the case to the highest level. The other claimants were Valrene Bennett, Anton Young and Keith Blake. Monday the Constitutional Court threw out a motion filed by the group of Portmore residents opposed to the plan to change the causeway to a toll road. For the second time a group from Portmore has failed in a legal challenge to the government over its decision to establish a toll road connecting the growing dormitory community with the Corporate Area. Two months ago the High Court threw out a motion by the Portmore Citizens Association and Portmore Advisory Council which had opposed the Toll Road. The story was the same Monday as the Constitutional Court did not find favour with the legal challenge of a group of Jamaica Labour Party (JLP) councillors who reside in Portmore. The group of councillors had challenged the construction of the Toll Road on constitutional grounds. They contended that the decision to convert the Causeway into a Toll Road was a breach of their constitutional rights under section 18 of the Constitution. They further argued that the construction of the Toll Road would interfere and restrict access to their property in Portmore. But government lawyers rebuffed their motion and maintained that the conversion of the road is not in breach of their rights to their property. The panel of judges agreed with the government and ruled that the declaration of the Minister to convert the Causeway into a toll road did not infringe on the constitutional rights of the residents. Monday afternoon lead attorney for the group, Oswald James, expressed his disappointment with the ruling but noted that he was not yet fully aware of the reasons for the decision. He says it is clear that this is not the end of the road for the residents. In the meantime, the Portmore residents who took the matter to court have already instructed their lawyers to check the ruling for grounds of appeal. JLP Councillor Natalie Campbell-Rodrigues, who is one of the residents who filed the motion, says they are devastated by the court defeat. Naggo Head's senior team recently won the St Catherine Juciful-sponsored Major League competition and were promoted to next season's South Central Confederation's Super Plus-sponsored Super League competition. In a recent interview with Sporting World, Mathews said it was definitely his time to be in the winner's circle as although his team managed to stay at the highest level of competitive football administered by the St Catherine Football Association for 14 years and winning the Jamaica Football Federation all-island Knock-Out Cup in 1999-2000, it's the first time that his club has ever won three titles in one season in his football career. The club won the 2004/2005 Major League, the Portmore Football League, Under-15 and Under-17 tournaments. "I have been knocking at the door for a long time now and I think my time has come and the sky will be the limit," Mathews said. Mathews, who played the role of captain and defender with Naggo Head at the Division Two level, was higly respected as a player by not only his team-mates, but by the entire community as well as he commanded respect from all who came across his path. He is married and has two boys and two girls. The younger of the boys, Patrick, plays football for Bridgeport High school. "Hardware", as he is affectionately called, was born in St Mary but migrated to the Corporate Area, settling down at an early age in the Jones Town community where he found his first love, Arnett Gardens Football Club. "Athough I was not actively involved in the club as an official I was one of their most dedicated supporters as I would travel all over the island with the team to cheer them on to winning or doing their best," Mathews recalls. In reflecting on his short but impressive stint as a player between 1984-1989, he said he played alongside outstanding players like Leroy "Bald Head" Scott and Leanard "Wimpy " Mitchell of Independence City, which was one of the most competitive teams in those days. "I played against teams like Black Lion, Thunderbolt, Raiders and Dela Vega - the top teams in the parish in those days," Mathews boasted. Mathews took up the role of team manager after attending management seminars to sharpen his skills on the way to becoming a successful football leader. Naggo Head had lapsed in competitive football for about three seasons, after which Mathews had consultations with Floyd Wee Tom (businessman), Richard Ragnott (now migrated) and Dalton Scott (Police Officer) to resuscitate footballing activities at the club. "It was not easy financially, but we managed to put the team on good grounds as we kept fund-raising events like bingo games, concerts and dances and had bottle drives as well. " In addition, we received community support as most of the residents made an effort to assist in one way or the other," Mathews disclosed. He said financial constraints is just one of the many obstacles that now haunts Naggo Head FC, adding that indiscipline is another major deterrent. "When indiscipline rears its ugly head in my camp I'm not afraid to expel it from my team, no matter who the person is, as if it takes root the team will definitely take a downward dive into failure and eventually become non-existent," he asserted. According to Mathews, the massive migration of players from one club to the other is another sore point that affects the success of clubs as this weakens the teams. "My greatest desire ...is to guide my team to be a part of the prestigious Wray & Nephew National Premier League competition in the near future, and this is a dream that I'm doing my best to make into a reality," he emphasised. Mathews also praised the St Catherine FA on their professionalism, which has been improving, as the executive body works assiduously to keep football in the parish at the highest level. "As a Portmore-based team I have to mention the work of football stalwart Leander "Zeeks" Marshall, president of the Portmore League, who has been doing an outstanding work in maintaining a high level of discipline from the teams in the league. Marshall is a leader and in all respects," Mathews said. This can be seen in the way Portmore teams dominated the recent awards function held by the FA, where they captured the lion's share of the prizes. Naggo Head have no official sponsor, but Coores Development, their former official sponsor, still assists in some way as they recently gave the club a 40-foot container to be renovated and used as a changing facility at their home ground. The community support is generally good. The club is also planning to set up an official office and changing facilities for teams and officials who will be using the Naggo Head playing field. "Looking back at my successes, I felt proud when Naggo Head won the JFF All-Island Knock-Out as we defeated all the top National Premier League teams that season with the likes of Harbour View FC, Arnett Gardens FC, Olympic FC and Hazard (now Portmore United) 1-0 in the finals. "But that same season I swallowed one of the hardest pills when I lost 2-1 to Central Links in the St Catherine FA Division One competition," he reminisces. "Overall, we have done well over the years, winning the Happy Sutherland KO for three consecutive seasons and four years in total, and we were also runners-up in the Division One competition six times." Asked about any outstanding players in the club's history, Mathews quickly cited prolific goal-scorer Samuel Williams and goalkeeper Winston "Cartoon" Robinson. Meanwhile, Lincoln "Happy" Sutherland, a life member of the JFF and long-time president of the St Catherine FA who has been associated with Mathews for many years, gave the latter the "thumbs-up" on an oustanding career in the sport. "Mathews is an excellent manager and undoubtedly one of the best managers in the Major League. His club has done well for years under his leadership and he would be the best person to win the 10-year award as best manager," Sutherland said. Webmaster's reply to all ........................ Troy, Modern Portmore was started over 30 year ago. But the idea of housing schemes in this area of SE St. Catherine area is over 100 years old. The people of Passage Fort fishing village had been demanding housing on the nearby "Portmore" property as their community was constantly flooded by the Rio Cobre. The property was owned by the United Fruit Company. The idea of massive development in the Hellshire area belongs to "old man" Gore..the industrialist. Indeed, his estate may still hold a 99 lease on Hellshire! He wanted to build a "Tourist City" but was frustrated by resistance to gambling in Jamaica. In 1957 the government announced plans for the area ... particularly of Hellshire area but Modern Portmore really started in 1967 when major projects for building were announced by the minister of development... Mr. Seaga. Much of the housing schemes developed were financed by private means until the mid 1970s when the socialist government formed government agencies to finance housing for the poor. Primary of these was the National Housing Trust... and then housing really took off. Later the UDC was mandated to improve Portmore's infrastructure. In 1990s Greater Portmore was built with a greater effort to answer all the "mistakes" of the past. It was built with parks and libraries and schools in place. All this information and more will be in the book I am writing on the history of Portmore! For example... did you know that the most expensive movie in the world was made in Portmore? … NO kidding! I found it out and was shocked. Tell everyine you heard it from ME FIRST! Also, a Tarzan movie was filmed at Port Henderson in 1964! Get the book when it comes off next year! You will love it. Please allow me space to add a punch for my pet subject. A Portmore garden / park. The ruling party is reported as eyeing the NHT pot for expenditure as part of general spending, and is facing shouts of NO in many sectors. Primarily the staute of the NHT being that the 'POT' should be used for housing - I am sure they will not stop until they have found a loop hole. It seems that Mayor LEE should put in a strong request for some NHT money to be used to establish and maintain at least two parks in Portmore. I am sure that this in direct housing cost can be justified in the NHT statute. These parks could be styled like the Emancipation Park in New Kingston ( was that area a NHT funded housing scheme?). They can leave off the nude statues though. The first park should be situated in that area infront of the petrol station ..... then the municipal leaders can consider the location of the other park. An area with the population density of portmore needs a Green space / recreation area. Can the NHT fund the establishment of a real park in Portmore - an oasis from the stress of tolls and taxes. Speaking of oasis how about The ruling party looking at getting Hope gardens back to its former glory it was a place where a romance could develop as one strolled peacefullly on a sunday (or any afternoon, then when things have progressed and the children are in the picture coconut park could keep them busy while the adults continued to stroll .... it seems that in the midst of the values and attitude campaign Mr. PJ has forgotten the wider aestetics .... fine we were given a new park in New Kingston but what about maintaining what was there before? Coney park came and went and all we have left are shopping centres where are the recreation facilities? On the note of the toll road much has gone wrong in the way it was set up and sold to the people. Currently I agree that a protracted fight in the courts is not the way forward; but a meeting where compromise and REAL concessions can be agreed and GOOD lawyers paid to ensure that these agreements are binding and legal. I will contribute $1000 to paying that fee. The road WILL mean 1 or 2 more hours of sleep per night ( either because you can sleep later or because you get home earlier), less time in traffic, reduced fuel consumption, more time to spend with family, better mental state for having quality family time ( especially if there was a park(s) to relax in); when all this is added up the direct cost of the toll is negligible but the policy going forward must be watertight in the residents favour - then names can be considered how about the Shirley Whylie high way or some other prominent portmore personality. Speaking of names what was the name of that stretch of road from Waterford past the HEART Academy to the T junction, or that stretch from T junction to the Bridge. In all things give thanks. I would like to help with these views. Do we realize that we need to stop asking for the kind hearted input of Government. We need to demand not what we want but what we have. We must remember that we have Jamaica, they are there to keep and to help to care it for us all. With this outlook we logically come to the place that say they are not doing so in our interest so the must go. Go to who you ask? Back to who the Jamaican people chooses to carry out the work to be done. Where are they to come from? Either using the alternative we have or putting new ones in place. As a people we pretent that it is for others to run stuff for us. I tell you it for us to run things for ourselves. It is true that not everyone can be at the helm of leadership but there is a part for each and everyone to play. What part will we play in the new Government this country needs. When will we put up ourself as the example we wish to see? Where will we leave our children if we dont step up to this and all the plates set before us? How else can it happen but by our now involvement? None of these men we politicans before they started to do this line of life and living. Nothing can stop you from doing a better job. many are called, will you chose yourself. Let us get together. Our separate voices go nowhere. Portmore Councllors and the National Protest - radiojamaica.com ############################################################ Wed Sep 7, 2005 Mayor Wheatley and Councillor Rodriques seeking legal advice Mayor of Spanish Town Dr. Andrew Wheatley and JLP Councillor for the Westchester Division in Portmore Natalie Campbell-Rodrigues are seeking legal advice concerning their arrest during Tuesday's protests. Dr. Wheatley and Mrs. Campbell-Rodriques were among eight persons arrested in St. Catherine after they were allegedly caught blocking a road. Dr. Wheatley told the RJR News centre Tuesday night that there were irregularities surrounding his arrest. Mrs. Campbell-Rodrigues says she wants her name cleared as she is not guilty of any wrongdoing. In the meantime, JLP Leader Bruce Golding is seeking an urgent meeting with the Police High Command to discuss the arrest of Dr. Wheatley and Mrs. Campbell-Rodrigues as well as other Party officials Tuesday. The Opposition Leader says the arrests amount to harassment. And business owners were hit hard by Tuesday's shutdown of commercial activity. The Private Sector Organisation of Jamaica, PSOJ, says many of its members will not be able to recoup the millions of dollars in revenues lost when they were forced to keep their shutters closed due to the protests. PSOJ President, Beverly Lopez, says business owners will have no choice but to write off their losses and move on. The PSOJ says it could take a while before the full extent of the losses incurred by the business sector is determined.
