TO tell the truth, working with the poor is never easy, they are often desperate people who facing hardships. They demand much of any politician who 'dares' to seek their support. An honest politician will be very hard pressed to deliver all these things. I hear the media blaming politicians for the 'poor' state of their constituencies. But, if the State does not provide resources then a "successful" politician would have to misdirect the State's resources, deplete his own pockets, or find a rich donor who wants favours in return! One Member of Parliament painfully recalls his effort to get self-help projects off the ground. First he tried chicken raring but the people eat off the first crop! Then he tried fish farming and the equipment ended up in "private" use! The poor often have their own local value system and power structures. No politician can be successful without acknowledging this. The challenge for leaders is how to "impress" these voters without becoming part of the problem. I would say we should pray for our Garrison politicians. They have a difficult task. --ooOOoo-- Now, on to the PNP race. I now think that Peter Philips has a 60% chance of winning. He has the support of the vast majority of the party leaders and this makes it very difficult for others. I do not sense much genuine enthusiasm for Peter among the people... his main fault being a failure to engage the masses. Of course this may all change as he matures into leadership. In poll after poll Portia is the clear favourite of the ordinary PNP supporters; particularly the women. However she has failed to attract the leaders to her side and this is critical to winning in any party elections! The same may be said ot the other candidates and so this 'failure' on her part has nothing to do with being a woman or not having a upper degrees! It has to do with leadership style and ability. Again, if she wins this could all change. Therefore, failing some unforeseen change, the New Prime Minister will be Dr. Peter Philips and the elections will be late next 2007. I may be wrong! Each year since its birth in 2003, the municipality has suffered huge financial deficits of up to $12 million, its administrative manager, David Parkes, told The Sunday Gleaner. "The revenues will never match in the short run, but we do deficit financing and find creative ways to offset that deficit," he says. Mayor George Lee says support from central government has been disappointing. He says while he recognises times are tough for Government, funds promised for start-up in 2003, have not been received. Report on a Hospital for Portmore - Kennedy Reid ############################################################# On Saturday January 14, 2006 Cayman investors considering the possibility of building a hospital in Portmore make a presentation to community leaders at the Municipal office. They informed us that they were conducting a feasibility study and prior to this meeting they had met with other local interest - doctors, etc. They said that so far the government institutions have been very happy with the idea of more health services. They said that the first phase of the proposed development will focus on providing services at a reasonable and competitive cost to the public... particularly in Portmore. They will be investing US$40 million and the Municipality will be investing millions in the form of land. One property being considered is adjacent to the 100 man station. The hospital will attract persons from across Jamaica and so the roadways in the vicinity will be expanded. Mayor Lee is already working on this matter. At the end of 30 years the hospital will go to the municipality. The advantages to Jamaica of the hospital will be: * In injection of US $40 million Foreign Exchange investment * The facility will be handed back to Jamaica in 20-30 years. * There is no cost to government and the people of Jamaica * There will be 300 or more jobs for Jamaicans (Portmorians) * Support businesses will be developed - transport, supplies, etc. * Research students from Jamaica and abroad will learn here. * Joint ventures with local business - Insurance companies. * The landscape will be world class and conducive to a sense of wellness. The investors were asked certain questions: What about disaster plans? Disaster management and prevention will be part of the plan. Levies will be built, there will be no basement, the essential services will be on higher floors, hurricane resistant buildings, evacuation plans. What about the possibility that the government will want to establish a public hospital? This will be built into the business plan and the institution hopes to offer such competitive prices and quality service that the public will chose the hospital. The investors would welcome government. Mayor George Lee pointed out that for 11 years he has been calling for a hospital in Portmore. He was even promised a type five clinic. None of this has been forthcoming. The government does not have the money. What about cost to poor folk? The investors have "reasonable cost" a central part of the business plan. The cost to Pormorians will be reduced by their value added services. The fact that 70,000 people who already have health insurance will help. Will the hospital be regulated as Jamaica is not very good at that? The hospital will be regulated by Jamaican and international standards. They will be seeking accreditation from US and Canadian organisations. This will establish the reputation to the institution and its ability to attract workers, students, and client from abroad. This will be important if "Medical Tourism" is to be considered in the future. Many countries are investing heavily in attracting Americans to seek plastic surgery and other care in foreign lands. The hope is to offer services that are 15% - 20% less in cost. In the end, the audience was very pleased with the plans and thanked the investors for considering Portmore. His worship Mayor George Lee was credited with getting this matter to this point. The hospital should be open by 2008. They discussed the purpose of the hospital, the service it will offer and then by way of participation, the residents' expectations and concerns were addressed. The residents claimed that several skilled persons are living in Portmore, and they expect that the operators will secure jobs for these persons. It pains me to hear that the land that was initially allocated for this purpose is now being sold off to create more buildings that will encourage 'hanging out' and 'bling'. Mr. Mayor and councillors what about the aesthetics? A park with Jogging trails and Kiosks (ice cream, etc ) would do the weary taxpaying portmore resident a world of good. I endore the comment made by the writer in last news letter ....... We NEED a park ( or 2 ) in portmore. As far as the ideal Prime Minister Ultimately we need a reformer who will be supported by the party and be willing to make changes to the constitution that will throw out stagnant laws and impliment popular and unpopular reforms that will reward effort and punish inefficiencies ..... the conversion of JA to a republic could be a good step. But who do we see as a possible first president? Will the new PNP leader take this step? Will the Current JLP waiting in the Wings see the move to republic status as the way forward? What benefits or obstacles do we face by remaining as part of the Common Wealth (ie alligience to the Queen). Here in the UK there is a grumbling for a move to a republic as well - yes The QUEEN and here family are loosing favour in their own land. This is being helped by gossip newspapers that keep exposing the facts of how human they are. I love JA and Portmore - Earthquakes , hurricanes, and floods if only the people we allow to run it all for us would stop being selfish, shortsighted, and spineless our paradise would be they envy of the whole world. It is definately not worth the cost you pay to get it done (I wonder if is tax payers dollars?)! The residents on Wednesday night mounted demonstrations to highlight their anger at the NWC's decision. Reports are that the NWC took action Wednesday as the residents had failed to settle outstanding water bills. Attempts by the police Wednesday night to clear the road proved futile as the residents insisted that it remain blocked until water is restored. One Portmore Lane resident told RJR News that the NWC has agreed to meet with a delegation from the community Thursday to discuss arrangements to clear their arrears.
