Editor's Desk ############################################################# I see that one of our three Members of Parliament Dr. Paul Robertson (PNP) is not seeking re-election. He has served the community as MP for about 10 years! His first election victory was a significant revenge on Kingsley Sangster for his beating of the PNP in 1980! The St. Catherine South East seat which he has held for the PNP has been in the hands of both the PNP and JLP since it was created 1944. The first representative for the area was the BITU Vice President L. W. Rose (JLP). Mr. Rose was a VERY good representative speaking out about the poor water supplies, diseases eradication and housing needs of his constituents. Dr. Paul had to deal development issues in the fastest growing community of Jamaica and so continued the tradition of good representation. On behalf of the community I thank "Dr. Paul!" I wish him the best in his future undertakings. I who hope whoever succeeds him... PNP or JLP... will offer the same high level of representation. I understand that Deputy Mayor Colin Fagan is representing the PNP and I suppose Senator Williams will continue to be the JLP rep. The electors in SE will have two true gentlemen to choose from. I also wish to place on record... just as I did when Mr. Seaga retired, our gratitude to former Prime Minister Patterson for his years of service to Jamaica. I believe he will be recalled as quietly efficient at getting an agenda going. I am sure it was not easy to hold the state of Jamaica together. On another matter... Unfortunately I did not get a chance to monitor Portmore Week 2006. Can any of you give me a report on Portmore Week? Also can any of you send pictures of the events for the site? Portmore in the NEWS ############################################################ COUNCILLOR MISSING http://www.radiojamaica.com/news/story.php?category=2&story=24583 Sat May 6, 2006 Absent Portmore councillor could lose her seat The Westchester Division of the Portmore Municipal Council could soon be declared vacant due to the continued absence of the sitting councillor, Natalie Campbell-Rodrigues. Last month RJR News reported that the Council had temporarily assumed responsibility for the Division because Mrs. Campbell-Rodrigues had not attended meetings since last December. It is reported that Mrs. Campbell-Rodrigues, who is overseas, has missed five consecutive Council meetings. Based on the laws of the Council, if a councillor misses six consecutive meetings, that representative could lose his or her seat. Chairman of the Portmore Municipal Council, George Lee, told RJR News that a decision will be made if Mrs. Campbell-Rodrigues misses the next Council meeting. ---------------------------- DEVELOPMENT ORDER http://www.jis.gov.jm/ Deputy Mayor Calls for Development Order for Portmore KINGSTON(JIS) Wednesday, April 19, 2006 Deputy Mayor of Portmore, Councillor Colin Fagan has called for the Municipal Council to expeditiously institute a development order for Portmore, as a means of regulating the construction activities in that municipality. He made the appeal at a Council meeting held last week at the Portmore Pines Plaza. Councillor Fagan pointed to an area in the Municipality called 'Concrete Park' where he said construction activities were taking place "in an indecent haste without proper management". This activity he said was cause for concern, and therefore the need for a development order. "Construction is going on there at a rapid pace despite the imposition of stop notices and the connections they are making are alarming, plus there is no planned development, no space for parking and I doubt if there is a proper 'by the books' sewerage system being put in place," he lamented. The Deputy Mayor cautioned that the development could result in future disaster if a development order were not instituted to avert it. He called on fellow Councillors to take the necessary steps to have the Council prioritise the matter. ---------------------------- EXTORTION Mon May 1, 2006 Police announce crackdown on Naggo Head extortion The St. Catherine South Police say they are moving to crackdown on the extortion racket at the taxi stand in Naggo Head, Portmore, St. Catherine. Taxi and bus operators who use the taxi stand recently withdrew their services to protest against what they described as the increasing attacks by thugs demanding extortion money. According to the head of the police division, Superintendent Terrence Bent, the police are tracking those behind the extortion racket. He said the Portmore police will not allow extortion to explode in Portmore. ----------------------- PORTMORE HENDERSON Portmore Municipal Council Suspends Construction along Port Henderson Road KINGSTON(JIS) Friday, April 21, 2006 The Portmore Municipal Council has suspended all construction activities along the Port Henderson roadway in St. Catherine. Portmore Mayor, George Lee, told JIS News that the increase in building activities in the area and the ensuing problem of illegal dumping, were restricting water run-offs, causing water to settle on the roadway and resulting in significant damage to the road surface. "Clearly, some regulation has to be implemented to stop that kind of development activity, which causes the water to flow and settle on the road like that and there has to be some correction," he stated. "So, what we have done as a Council", he explained, "is to put a moratorium on any further building along the strip until we can put some order into it. Every (building) application will have to be examined case by case and corrections have to be made before approval is granted". According to the Mayor, the Port Henderson strip was a vital part of the economy of Portmore and "we don't want to restrict business there. We will take a collaborative multi-agency approach with the National Environment and Planning Agency (NEPA), the National Works Agency, the Urban Development Corporation and landowners, to see how we can develop the area in a more orderly manner". He acknowledged that while most of the developers had received the requisite building permits from the local authority, NEPA and other associated agencies, "what seems to have happened on the back road is that permission was not given in some areas . so there are a lot of buildings that are without permission and a lot of extensions done without the requisite approvals". Mayor Lee said the Municipal Council would have to work with the developers to correct the problem and expressed disappointment that most of them did not turn up for a meeting held recently to address the situation. He indicated that another meeting would be held shortly, as the Council wanted the full cooperation of all stakeholders. Questioned on what would be done if developers ignored the moratorium, Mayor Lee said the Council would have no choice but to let the law take its course. "There are remedies. We have enough laws and regulations existing to use and if you don't comply, we take you to the local court or get an injunction in the Supreme Court," he stated. The Council operates a Municipal Court one day per month in Portmore where community matters can be settled. In fact, said Mayor Lee, at the last session, there were upwards of 20 cases before the court for breaches of the building code. "The court is proving to be quite effective as people have been charged and people have been fined and at the next sitting, there will be over 20 cases to be heard," he informed. -------------------------------- NEW PNP REPRESENTATION Mon May 8, 2006 Collin Fagan to represent PNP in next election Deputy Mayor of the Portmore Municipal Council, Collin Fagan, has signalled his intention to represent the People's National Party in South East St. Catherine in the next general election. Mr. Fagan made the announcement following the revelation that the current Member of Parliament for the constituency, Dr. Paul Robertson, will not be seeking re-election. In confirming councillor Fagan's interest, Deputy General Secretary of the party, Maureen Webber, told the RJR News Centre that no one else came forward to challenge Mr. Fagan even up to Sunday's deadline for posting applications. The property is located behind the Jamaica Urban Transit Company (JUTC) depot in Greater Portmore and was donated by the Ministry of Housing, Water, Transport and Works. Mayor of Portmore George Lee told JIS News that in addition to creating a facility for small entrepreneurs to ply their trade, room would be provided for a large open-air food market. "The land that we're building on will certainly house small businesses but space is being allocated for the building of a market, and we are in the process of seeking funding to build that market," Lee said. He noted that, "just last week, we sat down and looked at the space we had and asked our team to develop the specs for it, including for parking and other considerations". Meanwhile, the mayor said the Municipal Council would be embarking on a drive to remove vendors from restricted areas. Webmaster's Reply .......................... June, an extensive answer to that question will be in my book called "the History of Portmore : from Marsh to Municipality". It should be ready for 2007... which is the 40th anniversary of the start of construction for modern Portmore. The name “Portmore” comes from Scotland. Over a year ago I was thinking it was an Irish name from the lake Beg area, but not so! After extensive research. I was very happy to finally know the answer. You see, the owners of the property on which Portmore was built married into the family of the Earl of Portmore – a Scottish aristocracy. The story of how the owners came to be relatives to the Earl of Portmore is VERY interesting and takes us as far as Italy! Amy marriage into the Aristocracy was a great achievement for a family that got rich on the back of slaves! In honour of this, I DEDUCE, they gave the property the name PORTMORE. The story of how the owners came to be relatives to the Earl of Portmore is VERY interesting and takes us as far as Italy! However you should note that the Earls Had nothing to do with Jamaica. Originally the property was called "The Salt Pen" because there was a salt works from the 1600s to 1700s on it. (Now do not confuse this property with "The Great Salt Pen" on which part of Greater Portmore is built.) The property was once all owned by the United Fruit Company and banana was grown on its northern reaches (independence city area) but most of it was dry grassland , Salinas, swampy and mud by the coastline. Later the property was divided. Part was owned by the Cement company. A part of the land fell into the hands of a company that wanted to build a scheme called "independence City" from as far back as 1962. They started building on their Portmore Property just as ground was broken for development of modern Portmore. So started our modern municipality. Interestingly, in the VERY early days it was Edgewater Villas that was seen as the "first" scheme in Portmore, but soon the Independence City homes were ready and being advertised as being "the first" scheme.
