The Name "Portmore" - correction ############################################################ To everyone who read the last newsletter, In it there was an article on how Portmore got its name. I need to point out an error... the property on which Portmore was started was THE SALT POND PEN. I omitted the SALT. I also did not mention that the property was owned by the Dawkins Family. It was a member of this family who named the property "Portmore" in honour of their aristocratic relations. Indeed Henry Dawkins was married to a daughter of the 2nd Earl of Portmore. I saw the error almost immediately after I sent out the e-mail and was hoping to send a correction before someone could notice, but alas a very alert reader noted it and was kind enough to point it out. I was astonished is more like it. You here people talking about it but seeing it for yourself is the best way to really appreciate the remarkarble improvement that is being made. I am an original resident. I have seen Portmore grow until I left in 1993. I moved to Portmore when I was 3 year old and that was in 1969. The first settlers you might say. My parents and I use to travel to Gregory Park to catch a taxi and then a big bus to go to Kingston. It was very uncomfortable and tiring. When we got to Kingston you feel like going home back. Your legs were so cramped and very tired. Well this place has come a long way. We would have to go Mandela highway to get to work or anywhere in Kingston. Mandela highway was called Ferry Road. They was on Waterford, Bridgeport, Edgewater, Westchester or those other housing schemes that are now there. We went to beach in Naggo Head, until later they opened up Hellshire or Fort Clarence as it is called now. I can tell you more. Talk to you later. ......................... It is a great improvement over what we had before and we can all be very happy about that. On another matter... Is it my imagination of are they doing repairs to the of Highway 2000 bridges? All the bridges and overpasses have large cracks in the concrete and I see work teams patching them. Is something wrong? I wonder if the poor cement quality has caused harm? Highway 2000 - Gleaner's Letter of the Day ############################################################# http://www.jamaica-gleaner.com/gleaner/20060517/letters/letters1.html LETTER OF THE DAY - Portmore leg seen as key to highway tolling policy published: Wednesday | May 17, 2006 THE EDITOR, Sir: THE PORTMORE leg of Highway 2000 is scheduled for completion in July 2006. In order to maximise their expected revenue from Portmore residents there was a recent toll hike of 8.25 per cent at existing toll plazas at the Vineyards and Spanish Town. What this means to the average motorist using the causeway is not clear, since no one is willing to disclose what the cost to use the highway will be. We therefore have to refer to the concession agreement to guide us. According to Schedule 15 that deals with Tolling Policy, the Portmore leg of Highway 2000 will be operated as an 'open system', whereby a fixed toll is levied whenever a vehicle passes through a toll barrier, irrespective of the use made by the vehicle of the toll road. In other words, the cost per usage has nothing to do with distance travelled. It's a revenue earning policy that will extract from users the maximum, and will only be applicable to the Portmore leg. Residents/users must also be aware that under this 'open system', the Initial Toll Level will be $45.10, subject to allowed escalatory factors such as the national inflation and exchange rates. On this basis the toll charge for the Portmore leg of Highway 2000 will not be less than $50, and it is expected that on completion of the project, the toll charge will be above $50. The investors/developers are taking no chance with the Portmore leg as their success depends on our support. They are not willing to commit to any more construction unless success in Portmore is realised. The much sought after improvements to the suitable alternative, Mandela Highway, will not occur any time soon, as any upgrading that will affect the number of vehicles using the Portmore leg will leave the Government owing the developers a compensated amount equivalent to lost revenues. This must not be allowed. The views of the residents of Portmore must be taken into consideration, and it should not be before a sitting convened by the Toll Regulator, to discuss the toll charge put forward by the developers. The Government has a responsibility to protect its citizens in situations where they are being exploited for profits. I am, etc., HOWARD HAMILTON ......................... Normally, a toll road is a separate and new facility which residents have a choice about using. IN my opinion an injustice has been inflicted on the people. So while we enjoy di new facility wi pocket a go bun! Anyway, the horse is in the parking lot already so now all we have to do is unite to ensure that everyone gets a fair deal... including the investors in this wonderful facility. Portore in the News ############################################################# Ministry of Local Government & Environment Portmore Council Creates Company to Spur Development KINGSTON(JIS) Friday, May 12, 2006 The Portmore Municipal Council has set up a company, which will seek funding for development projects in the municipality. Portmore's Mayor, George Lee, told JIS News that Portmore was becoming impatient for development, but funds were slow in coming, "so, the Council has set up this private company, which will act on its behalf, to access funds in public and private entities.to spur development." The Council has several projects, which it has earmarked for execution including a multi-million dollar municipal headquarters, a new market, drains works and parks. Mayor Lee explained that the company's membership, "will go out and see where they can access the requisite funding for the various projects to be undertaken as they will have people with that expertise and vision." The council, he said, would have oversight responsibility for all the projects. So far, Mayor Lee said, a major financial institution had expressed interest in the initiative and the president of a large company had indicated his willingness to participate at the board level. At a meeting of the Council held recently, Rev. Garnet Roper was appointed to chair the company and the full slate of executive members is expected to be in place by the middle of June. "We have an idea of some of the members already . so by the next Council meeting, they will be named," said Mayor Lee. He told JIS News that the persons, who will form the executive, were from companies, which operated businesses in Portmore and had an interest in the development of the municipality. Where persons fail to meet the desired expectation, the Mayor said, they would be removed. In the meantime, he said the Council's attorneys were in the process of compiling the terms of reference for the company. In the first incident which occurred about 9:30 in the morning, the armed men went to Waterproof Construction Limited where they posed as customers and robbed an office attendant of $280,000. The men then fled. Five and a half hours later two men walked onto the compound of the Ascott High School where they brandished a gun and robbed a senior teacher of nearly $100,000. Two hours later the men, whom the police theorised carried out the earlier robberies, went to another business place where they took over $8,000 and cellular phones from a customer. Some 50 residents attending a meeting at the municipal council building were told that the hospital would be built at a cost of approximately US$40 million on a 50-acre property in Southborough, central Portmore. According to Stacey Turwilger, director from the Cayjam Develop-ment Company which is undertaking the project, it will be a state-of-the-art facility with approximately 120 beds. Surgical, paediatric, ear, nose and throat, neurological, cardiology, oncology, plastic and cosmetic surgery, and general health services would be offered. Those who questioned the cost were told that the developers, having completed the feasibility studies, would be in close dialogue with insurance providers to make the cost for treatment as low as possible. They were told that the nurse-patient ratio would be one to four, and in the case of the intensive care unit, there would be one nurse to every two patients. NURSE-PATIENT RATIO The developers told the gathering that they had also contacted the relevant environmental agencies and the new building was still subject to their approval. Several persons who spoke with The Gleaner expressed joy at the new development. "We are very glad that Portmore is getting the much-needed service of a hospital, even though it is private. I hope that it will work out very well for us," said Novelette Cunningham. Mayor of Portmore, George Lee, endorsed the new development, saying it was timely. Corporate Public Relations Manager at the NWC, Charles Buchanan, says he was not aware of the allegations which were made by councillor for the Greater Portmore Division, Leon Thomas. Speaking with RJR News, Mr. Thomas called on the NWC to immediately carry out an analysis of the drinking water in the area. According to Mr. Thomas, for some time now residents have been complaining about the quality of the piped water.
